My friend was told by the staff working in the General Consulate in Australia that Chinese students need to wait for a period of investigation conducted by the Department of State no matter where you apply for a student visa which means that you apply in a third country or in China makes no difference. The duration of the investigation could be longer than you can imagine (my friend has already waited for two months and was told do nothing but wait, the staff doesn't know how long the waiting process could be and they think it is inappropriate for them to ask what's going on in US.). Could anybody tell me if we need to go through this process in China now, or if we can get the visa or the refusal right away when we are interviewed by the staff in embassy or general consulate?
